Permit applications can be downloaded using the links below or picked up at the City of Chippewa Falls Engineer’s Office, 2nd Floor of City Hall, 30 W Central Street.  

Fees can either be paid in person or mailed. If fees and application are mailed, a copy of the approved permit with receipt will be mailed or emailed to you. The permit is not valid until it is approved by Engineering Staff and the fees are paid.

Right-of-Way Excavation Permit

When is Permit Needed: City Ordinances require a permit to be obtained before any excavation is made in any public right-of-way in the City of Chippewa Falls including irrigation installed within the boulevard. See Chapter 8.06 (Right of Way Excavation) and Chapter 8.15 (Irrigation) of City Ordinances. Public utilities (gas, electric, communications) shall use their own company permits for submittal.

Fee: $50

Other Notes: The permit must be applied for by a public utility corporation, plumbing contractor, electrical contractor, or excavation contractor. A Certificate of Liability Insurance and $3000 Performance bond are required to be submitted with the application or on file and current with the Engineering Department. After work has been completed, the City of Chippewa Falls or the City’s Contractor will replace any concrete or street surface in the public right-of-way that has been removed or damaged. Subsequent billing for aforementioned surface work will be mailed to the permit holder after the work has been completed.

Driveway & Sidewalk Permit

When is Permit Needed: City Ordinances require a permit to be obtained any time a new or replacement driveway approach is constructed within the right-of-way. The same permit is utilized for replacement of the entire frontage of sidewalk. No permit is required if it is only partial replacement of sidewalk. See Chapter 8.02 (sidewalk) and Chapter 8.04 (driveway) of City Ordinances.

Fee: $50

Other Notes: Driveway permits can only be issued to the general contractor or company that will be performing the work. Permits can only be issued if the proposed driveway meets all code requirements. Driveway grades will be established by the Engineering Department.

Dumpster/Roll Off Permit

When is Permit Needed: City Ordinances require a permit to be obtained when a dumpster or roll off is to be placed within any City street. See Chapter 8.16 of City Ordinances.

Fee: $0

Other Notes: The owner of the dumpster/roll off is required to call the Engineering Department at 715-726-2736 prior to placing receptacle in the street. All dumpsters and roll offs are required to have reflectors placed on the receptacle for night-time visibility. No dumpsters or roll offs will be permitted to be placed within the street when there is a potential for snow due to plowing concerns.

Storm Water Management

When is Permit Needed: City Ordinances require a permit to be obtained when a post construction or redevelopment site requires one or more acres of land-disturbing construction activity. See Chapter 31 of City Ordinances.

Fee: Varies, pending the site. See Storm Water Management Plan Review Fees

Other Notes:  Chapter 31 of Chippewa Falls’ Code of Ordinances includes all the necessary requirements for all new construction and redevelopment sites which are over one acre of land-disturbing activity. To apply for a permit, submit a report which addresses the requirements laid out within Chapter 31 to City Engineer, Bill McElroy at bmcelroy@chippewafalls-wi.gov.

Construction Site Erosion Control
 

When is Permit Needed: City Ordinances require a permit to be obtained when a construction site has one or more acres of land-disturbing activity, the disturbed area has a slope of 12% or greater, regardless of site size, or one or more acres of land will be filled. See Chapter 30 of City Ordinances.

Fee: Varies, pending the site. See Erosion Control review fees

Other Notes:  Chapter 30 of Chippewa Falls’ Code of Ordinances includes all the necessary erosion control permit requirements for all new construction and redevelopment sites which are over one acre of land-disturbing activity. To apply for a permit, submit a report which addresses the requirements laid out within Chapter 30 to City Engineer, Bill McElroy at bmcelroy@chippewafalls-wi.gov.

Zoning Permits Managed by the Engineering Department

Rezoning, Conditional Use, and Special Use Permits are managed through the Engineering Department. Any potential applicants should contact the Director of Public Works, Brandon Cesafsky, at btcesafsky@chippewafalls-wi.gov to discuss the proper permit, timeline and obtain an application.

Rezoning Permit: See Chapter 17.46 of City Ordinances. A Rezoning Permit is required when the applicant’s proposed use for the property does not meet its current zoning district’s permitted uses, but is a permitted or conditional use in another zoning district.

  • Process: Once the application is completed, it will be considered by the Plan Commission and recommendation given to the Common Council. If the Council takes the recommendation of the Plan Commission, the Council will conduct a public hearing and introduce a resolution for a vote.

Conditional Use Permit: See Chapter 17.47 of City Ordinances. A Conditional Use Permit is required when the applicant’s proposed use for the property is listed as a conditional use of the zoning district.

  • Process: Once the application is completed, it will be considered and discussed by the Plan Commission. The Plan Commission is then required to hold a public hearing and vote on the permit.

Special Use Permit: See Chapter 17.48 of City Ordinances. A Special Use Permit is required when the applicant’s proposed use for the property is not a listed permitted use or conditional use of any zoning district.

  • Process: Once the application is completed, it will be considered by the Plan Commission and recommendation given to the Common Council. If the Council takes the recommendation of the Plan Commission, the Council will conduct a public hearing and introduce a resolution for a vote.

Zoning Permit Fee Schedule

Meeting Schedule:

  • Plan Commission – Once per month, on the Monday after the first Tuesday of the month*
  • City Council – Twice per month, on the first and third Tuesday

*Note: Plan commission agenda items must be submitted one week prior to the meeting

Certified Survey Map and Plat Reviews

All Certified Survey Maps (CSM) and Plats are reviewed prior to being placed on the Plan Commission agenda. Submit Certified Survey Maps and Plats along with fee payment to the Engineering Department for review. Plats and CSMs shall be emailed to Director of Public Works, Brandon Cesafsky, at btcesafsky@chippewafalls-wi.gov.

See Chapters 18.16, 18.17 (Plats) and Chapter 18.22 (CSM) of City Ordinances.

Once reviewed, the plat or CSM will be placed on the Plan Commission agenda for recommendation to the Common Council. The Common Council will then vote on the resolution.

In addition to the review fee, a $25 fee is required for the CSM or Plat to be placed on the Plan Commission Agenda.
